Just as Manchester City were criticized for buying their success, Chelsea were for a few years under former owner Roman Abramovich known for buying with both henna. (The Russian oligarch who had to flee the country supposedly still owes a trillion pounds in taxes).
Paris Saint-Germain with the purchase of extremely expensive players such as Neymar, Kylian Mbappe and Lionel Messi took over the throne as the club in the world with the most valuable squad.

Chelsea, despite having the most valuable squad, is far from Premier League success.
In the 516th weekly report from the CIES Football Observatory (where you can see the full table), they highlight the clubs where the estimated transfer value of players they own has changed the most, either positively or negatively, over the last year. We present both the change in absolute terms (“gross” development) and the change when taking into account the financial balance in transition operations (with resale clauses, but not including additional clauses) completed during the last two transition windows (“net” development).
In terms of net development, Chelsea top the list (+364 million euros) with player values up 372 million euros and a balanced net expense for the last two transfer windows of -8 million euros. The reigning world champions are ahead of the European champions, Paris St-Germain (+303 million euros). German club Eintracht Frankfurt (+294 million euros) completes the podium. Manchester United (-377 million euros) and Manchester City (-315 million euros) are at the opposite end of the table.
The post also presents the estimated transfer value of all players owned by the clubs (without including any sums associated with resale). In this case, the top three are Chelsea (€1.81 billion distributed among 50 players), Real Madrid (€1.68 billion, 32 players) and Manchester City (€1.47 billion, 46 players). Another five clubs have a total estimated value of over a billion: Arsenal, Paris St-Germain, Liverpool, Barcelona and Tottenham.
